Science and Technology of Kazakhstan

1. General Provisions

Science and Technology of Kazakhstan is a peer-reviewed open-access scientific journal published by Non-commercial Joint Stock Company «Toraighyrov University» in the Republic of Kazakhstan. The journal publishes the results of fundamental and applied research in the fields of metallurgy, mechanical engineering, and transport. The journal is published electronically, ensuring immediate accessibility for the global academic community.

2. Aims and Objectives of the Journal

The editorial policy of the journal is aimed at:

  • ensuring a high scientific level and international relevance of published materials;
  • promoting global scientific exchange and technological collaboration;
  • supporting the publication of original, high-quality, and methodologically rigorous research;
  • disseminating scientific results under open access conditions;
  • observing the principles of transparency, objectivity, and academic integrity.

The journal focuses on publishing research across its core engineering domains, including metallurgy, mechanical engineering, and transport, as well as their interdisciplinary intersections.

3. Publication Language and Types of Materials

Manuscripts are accepted and published in English.

The journal considers the following type of materials:

  • original research articles (review articles are not accepted).

No more than one manuscript per author – either as a sole author or as a co-author – is permitted in a single issue of the journal.

4. Core Editorial Principles

The editorial board of the journal is guided by the following principles:

  • scientific significance and novelty of published results;
  • objectivity of editorial evaluation;
  • equality of authors regardless of their citizenship, affiliation, language of origin, gender, race, religious views, or political beliefs;
  • confidentiality of the editorial process;
  • inadmissibility of conflicts of interest;
  • independence of editorial decisions from commercial, administrative, and personal factors.

The decision to publish is made solely on the basis of the scientific quality of the manuscript, its relevance to the journal’s scope, and compliance with ethical standards. This approach is consistent with the principles of editorial and publication ethics published on the journal’s website.

5. Submission and Initial Editorial Evaluation of Manuscripts

All manuscripts must be submitted through the journal’s electronic submission system. Upon submission, each article undergoes an initial editorial screening to assess:

  • compliance with the journal’s scope and English-only language policy;
  • adherence to formal formatting requirements and structural guidelines;
  • quality of presentation and language proficiency;
  • compliance with publication ethics standards and originality thresholds.
  • compliance with AI usage limits and restrictions across specific manuscript sections.

At the initial review stage, the editorial office reserves the right to reject a manuscript without external peer review if the article does not correspond to the journal’s profile, exhibits a low scientific level, or contains signs of unethical practices or excessive similarity.

6. Peer Review

The journal applies a double-blind peer review model, in which the identities of the authors are not disclosed to reviewers, and the identities of reviewers are not disclosed to authors, ensuring objectivity and minimizing bias.

Each manuscript passing the initial screening is sent to at least two independent reviewers with recognized expertise in the subject area. Reviewers evaluate the manuscript based on:

  • originality and scientific contribution;
  • methodological soundness and validity of results;
  • clarity of presentation and structure;
  • relevance to the journal’s scope;
  • adequacy of references and engagement with current literature.

Based on the review, reviewers provide recommendations:

  • accept without revision;
  • revisions required;
  • reject.

The editorial office aims to complete the initial review within 4–6 weeks.

7. Revision of Manuscripts

Authors are required to submit a revised version of the manuscript along with a detailed point-by-point response explaining how the reviewers’ comments were addressed. An insufficient or formal response may serve as grounds for rejection. Revised manuscripts may be re-evaluated by the original reviewers or assigned to new reviewers within the field of the manuscript.

8. Requirements for Scientific Quality and Formatting

Only original manuscripts that:

  • have not been previously published;
  • are not under consideration by other journals;
  • comply with the journal’s requirements for text originality
  • are accepted for consideration.

According to the published author guidelines, the minimum level of originality must be at least 65%, and the acceptable level of similarity must not exceed 25%. Manuscripts may be checked using plagiarism detection systems.

The journal recommends the international IMRAD structure and establishes a number of basic requirements:

  • article length: 12 to 20 pages (excluding author information, abstract, keywords, and references);
  • in-text citations and the reference list must be formatted according to APA 7th edition;
  • the reference list must contain at least 25 sources, including at least 10 international sources, as well as sources recommended by the Science and Higher Education Quality Assurance Committee of the Ministry of Science and Higher Education of the Republic of Kazakhstan;
  • references to textbooks and unpublished materials are not permitted.
  • the level of self-citation must not exceed 20%.

9. Publication Ethics

The journal adheres to international standards of publication ethics and follows COPE recommendations.

Authors are required to:

  • present reliable and accurate research results;
  • properly format borrowings and references;
  • list only actual co-authors;
  • disclose potential conflicts of interest;
  • exclude fabrication, falsification of data, plagiarism, duplicate publication, and other forms of unethical practice.

Reviewers are required to:

  • maintain confidentiality;
  • be objective and well-reasoned;
  • declare any conflict of interest;
  • inform the editorial office of any identified signs of plagiarism, duplication, or other violations.

Editors are required to:

  • ensure fair and impartial consideration of manuscripts;
  • maintain confidentiality;
  • make decisions based on the scientific value of the manuscript;
  • respond to complaints, appeals, and ethical violations.

10. Use of Artificial Intelligence (AI)

Authors may use generative AI tools (such as language polishing or translation assistance) exclusively in the Introduction and Materials and Methods sections. The overall AI-generated content must not exceed 25% of the text as screened by detection software. The use of AI is strictly prohibited in the Results, Discussion, and Conclusion sections. If generative AI tools are used, authors must disclose this in the designated section, specifying the tool name and the purpose of use. Full scientific and legal responsibility for the accuracy and integrity of the work remains entirely with the authors.

11. Conflict of Interest, Funding, and Additional Statements

The article must include information on:

  • conflict of interest;
  • sources of funding;
  • ethical approval of the study – where applicable;
  • informed consent – where applicable;
  • data availability;
  • acknowledgements;
  • the use of artificial intelligence technologies – where applicable.

12. Copyright and Open Access

Science and Technology of Kazakhstan operates under a full Open Access model. All articles are freely available immediately upon publication without subscription fees.

  • Copyright: Copyright of published articles is retained by the authors.
  • Licensing: All articles are distributed under the Creative Commons Attribution (CC BY 4.0) license, permitting sharing and adaptation for any purpose, including commercial use, provided proper attribution is given.
  • Self-Archiving: Authors are permitted and encouraged to deposit published versions in institutional and personal repositories.

13. Publication Fee (APC)

To cover editorial and publishing workflows, the journal applies an Article Processing Charge (APC) of 20,000 KZT for accepted manuscripts. Payment is requested only after the manuscript has successfully passed peer review and has been formally accepted for publication.

14. Confidentiality and Personal Data

Personal data provided by participants of the publishing process is strictly protected and used exclusively for editorial, peer review, publishing, and indexing purposes in accordance with legal requirements.

15. Final Provisions

This editorial policy is binding on all participants in the publishing process and may be updated periodically to reflect changes in international publishing standards and strategic objectives.
